Delegate DeLong moves to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
Eng. Com. Sub. for House Bill No. 2498--A Bill to amend and reenact §61-8-9 of the Code of West Virginia, 1931, as amended; and to amend and reenact §61-8B-1 of said code, all relating to sexual offenses generally; increasing penalties for second and subsequent convictions for indecent exposure; clarifying that breast feeding an infant in public is not indecent exposure; and expanding the definition of sexual contact to include the touching of the buttocks or breasts.
